The Chapultepec Index is a measurement tool of the Inter-American Press Association (IAPA) on the freedoms of expression and the press, in accordance with the principles of the Declaration of Chapultepec and the Declaration of Salta, adopted by the institution in 1994 and 2018, respectively.

The IAPA hired the Universidad Católica Andrés Bello (UCAB), based in Caracas, Venezuela, for the production of the Index, under the responsibility of a team of academics and researchers in the fields of Mass Communication, Methodology, and Statistics.

The Index measures factors that influence in a negative and positive way the freedom of the press in 22 countries, according to environments in four realms: informed citizens free to express themselves,

exercise of journalism, violence and impunity, and control over the media. It also measures the unfavorable influence that the Executive, the Legislative, and the Judiciary can have on freedom of expression and the press.

GLOBAL INDEX

In this first version, the measurement covers the period between May 1, 2019 and April 30, 2020. For the survey and country reports, 140 experts were inquired, including media executives, journalists, lawyers, academics, and social leaders.
